Many managers with authoritarian tendencies mistakenly assume they can achieve efficiency of work of team members through micro-management and the clearest and most detailed instructions possible being given to individual workers. This system, however, does not take into consideration the specifics of individual employees and their motivation to work "on their own", which is why the system doesn't function. The key to improved efficiency of work is not more detailed instructions and rules but, on the contrary, more empowered regular employees.
